Community-Driven Infrastructure (Southeast Asia) – Program Design and Scale

Challenge

A large, diverse country needed to deliver local infrastructure quickly and accountably, while strengthening community voice and oversight.

Approach

We drew on community-driven development models to design block-grant mechanisms, transparent selection, and community-led procurement and oversight. We embedded accountability tools, grievance redress, and simple monitoring to track outputs and outcomes.

Outcome

Program scaled nationally with significant delivery across roads, bridges, water and sanitation, schools, and livelihoods-while building local administrative capability and social accountability. Lessons informed replication in other post-crisis environments.
