Challenge
A central government wanted to institutionalize Behavioural insights across agencies to improve program uptake, compliance, and service experience, with strong ethical guardrails.
Approach
We designed the operating model, governance, and ethics-by-design protocols; recruited and trained a core team; and launched a portfolio of trials in licensing, benefits enrollment, and tax compliance. We created a playbook for replication and set standards for data protection and transparency.
Outcome
The unit delivered quick wins and built internal capability, with documented ROI and a pipeline of cross-agency projects. Ethical and privacy frameworks set a benchmark for responsible application of Behavioural science.
