National Stadium Program (Multiple Jurisdictions) – Client-Side Delivery of World Cup Infrastructure | Service Area: Venue Design & Overlay

Challenge

Two successive FIFA World Cup host nations required the design, construction, and operational readiness of 15 stadiums across multiple cities, under extreme time pressure, public scrutiny, and multi-billion dollar budgets, while meeting FIFA, UEFA, and Olympic technical standards.

Approach

We built and led the client-side function from the ground up- establishing organisations, structuring decision-making, and defining delivery models. We coordinated government bodies, international consultants, contractors, and engineering teams under unified project governance. Stadium concepts were tested against real operational scenarios (match day, major events, concerts, daily use), and overlay strategies used temporary infrastructure to reduce CAPEX while ensuring venue readiness for global event operations.

Outcome

All 15 stadiums delivered on time under high public and political pressure. Organisations scaled from zero to 500+ specialists. Cost-efficient delivery models introduced for temporary infrastructure were replicated across subsequent programs. Venues performed at the highest level during tournament operations and transitioned into long-term legacy use.
